While he is not named in the series, there are hints that that he was Barack Obama as in real life.

He had a cordial if sometimes rocky relationship with Null: she provided cooperation with the United States government, but the President still ordered the creation of Project Silver (responsible for giving powers to Kayla Black) to keep her in check.

He was not allowed to run again, having served two full terms. The political fallout from the failed response to multiple alien invasions led his opponent Robert Keen to become the next President of the United States.
