The formula is mathematically impossible to solve; since the Talos are programmed to analyze any technology, they will continually devote more and more processing power to try to solve it until the electronic brain shuts down.
When she took over the remains Talos Collective, Viper upgraded the Talos she acquired to ignore the formula, thus rendering it useless.
