It is a statue depicting Athena, however the device itself is contained within its base.
The device was brought to Earth by Ulysses and Diomedes after the Trojan War and put under the custody of Vesta. The device was then kept by Noriko Null at Null Tower to prevent the gods, most notable Eris, from stealing or deactivating it.
The Palladium was long consdiered to be a Drylon device, until Noriko Null realized it contained one of the Keys of Heaven. She then proceeded to destroy the container, negating
